Error description
When using listener ports to drive Message Driven Beans (MDBs) on Websphere Application Server for zOS, occasionally between one and three messages are not processed and remain on the queue. No other messages are on the queue and the application server is not busy. Sending more messages causes the previously remaining messages to be processed, but once the queue is drained again, one to three different messages will still remain. Restarting the application server resolves the problem. There are no exceptions in the WAS control or servant regions. A javacore will show the same number of threads as messages remaining on the queue with the following stacks: Object.wait() MessageReferenceListenerPort.checkHighThreshold() ...

Throttling occurs in the control region to ensure not too many messages are dispatched to the servant region. Due to an error in the logic for the throttling, up to three messages on a queue may remain unprocessed. They are throttled and not unthrottled until more messages arrive or the application server is restarted.
Problem conclusion
This apar corrects the logic which prevents message delivery being throttled erroneously. APAR PM40442 is currently targeted for inclusion in Service Level 7.0.0.21 and 8.0.0.1 of WebSphere Application Server.
