Error description

You are allowed to install or uninstall interim fixes when a
server process has started. This should be prohibited.

When the server process is started, you can still install an
interim fix through Installation Manager without being blocked
by Installation Manager.

Problem conclusion

The logic which blocks you from installing an interim fix when a
server process is started is faulty. This has been corrected.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.19 and 8.0.0.1.  Please refer to the
