PM38629: -DJAVA.LIBRARY.PATH=C:\TEST DOES NOT WORK PROPERLY AS A JVM ARGUMENT ON AN APPLICATION SERVER

Error description

The -Djava.library.path=C:\test option copies multiple times
onto the end of the java library path each time the application
server is restarted...once the nodeagent restarts, it reverts
back to normal with just one instance of the option appended to
the end of the path

To re-create...

Step 1. Set -Djava.library.path=C:\test on an application server
generic jvm arguement
Step 2. Start the application server...
Step 3. Look in the SystemOut.log , see java.library.path in the
top of the SystemOut.log with C:\test at the end
Step 4. Restart the application server
Step 5. Look in the SystemOut.log under the latest startup and
see that C:\test shows twice at the end of the path, like
C:\test;C:\test
Step 6. Restart the nodeagent, start the appserver, and see that
C:\test is back to a single entry at the end of the
java.library.path

Local fix

Application Server SystemOut.log will show Java Library Path
with duplicate paths.

Problem conclusion

The code was modified to prevent duplicate paths from
accumulating in -Djava.library.path.
The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.19 and 8.0.0.1 Please refer to the recommended
