Error description
When a Session Initiation Protocol (SIP) provisional response returns to WebSphere Application Server with a different To tag than a previous one on the same dialog, (as would be the case when a forking proxy downstream forwards the request to several destinations), the SIP container was not creating a derived session as instructed on JSR 116.

Problem conclusion
JSR 116 rules regarding derived sessions creation on a client side are now complied with. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.19.
