This incorrect default behavior will occur if the _BPX_BATCH_UMASK WebSphere environment variable has not been explicitly set.
Problem conclusion
The code has been changed to default the umask to 007 if the _BPX_BATCH_UMASK WebSphere environment variable has not been configured. A umask of 007 will only allow administrators read and write access to the files created. This default behavior is consistent with previous releases of Websphere Application Server for z/OS. APAR PM32622 is currently targeted for inclusion in Service Level (Fix Pack) 7.0.0.17 of WebSphere Application Server V7.0.
