Error description

An FFDC entry should be created and a 400 error code returned
when a content type mismatch is discovered in the Websphere
Proxy Server.

* PROBLEM DESCRIPTION: Proxy server was not returning an       *
*                      HTTP Response code of 400 for an        *
*                      invalid SOAP request.                   *
****************************************************************
* RECOMMENDATION:                                              *

Web Services filter threw an exception for a parsing error due
to an invalid SOAP request.  The Proxy/ODR server was catching
the exception and sending an HTTP response code 500 which
incorrectly indicates a server error.

Problem conclusion

The Proxy or On-demand router (ODR) server has been changed to
return an HTTP response code of 400 which indicates an invalid
request when the Web Services filter fails a request due a
request error.
The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.39 & 7.0.0.19. Please refer to the Recommended
