  * PROBLEM DESCRIPTION: DRS instances may not be launched       *
  *                      during a ripple start of a              *
  *                      application server cluster.             *
  ****************************************************************

  When an application server joins a replication domain a
  bootstrap process occurs to exchange replication data with
  other members of the replication domain.  During a ripple
  start the bootstrap may fail because other application servers
  in the domain are stopping.  A flag is set to indicate the
  bootstrap process has started but it is not reset when the
  bootstrap process fails.  Subsequent requests to start the
  bootstrap process are ignored because the flag indicates one
  is already in progress.
  

Problem conclusion

• The flag to indicate a bootstrap process is started will be
  reset when the bootstrap process fails.  Subsequent bootstrap
  requests will run.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack s6.1.0.39 and 7.0.0.17.  Please refer to the
