PM27261: ADMINISTRATIVE CONSOLE REPORTING LISTENER PORT IN THE STOPPED STATE

Error description

The Admin Console randomly reports a listener port in the
stopped state when it's suppose to be in the start state.

Trying to start to start the "stopped" listener port returns the
following error in the admin console:

"<listenerPortName> has already been started"

Local fix

Stop the problem listener port then started it to fix state.

When listening ports start it's possible that the "starting"
notification for a listener may arrive after the "started"
notification, causing the status cache to register "starting"
rather than "started" as the current state.

Problem conclusion

Logic is changed so that once the status cache for a listener
is set to "started", it cannot be set to "starting" again.

APAR PM27261 is currently targeted for inclusion in Service
Level (Fix Pack) 7.0.0.19 of WebSphere Application Server V7.0.
