Problem conclusion
The JSP container was updated to not set duplicate scripting variables if the variables are of NESTED scope. Since nested variables do not get persisted past the end of the tag, there is no need to set them as duplicate variables when 'com.ibm.wsspi.jsp.useScriptVarDupInit' is enabled. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.37 and 7.0.0.17.
