Error description

Under heavy load, the Session Initiation Protocol (SIP) Proxy
may stop processing User Datagram Protocol (UDP) messages.
The UDP Channel runs out of worker threads to handle incoming
messages.

The SIP Proxy runs out of worker threads to handle inbound
packets.  Messages stop flowing between the SIP Containers
and the clients.

Problem conclusion

This problem occurred because we were not correctly returning
the worker threads to the thread pool, in certain
circumstances.  We have updated the code to fix this issue.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.15.  Please refer to the Recommended Updates
