Error description
The message ADMN1101I originally states: "ADMN1101I: Beginning attempt to federate a node with WebSphere version X to a cell controlled by dmgr at version Y." However, the node was not being federated, it was being removed from the cell. The message is being modified so that it reflects the correct situation.

However, this message is also printed when a node is being removed. For example, a message like the following may appear in the SystemOut.log: ADMN1101I: Beginning attempt to federate a node with WebSphere version 7.0.0.5 to a cell controlled by dmgr at version 7.0.0.5. Although the message says the node is being federated, it's possible that the node is being either federated or removed.
Problem conclusion
An additional sentence was added to the message, so the message now says that a node is either being federated or removed. This fix updates message text only; there is no code change. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.17.
