Problem summary

The ProtectionMetaData class attempts to create a new Ext Class Loader. Java 2 security settings may not allow this.
Problem conclusion
This fix to ProtectionMetaData returns the existing instance of the Ext Class Loader if available. If the Ext Class Loader does not exist, creating the new Ext Class Loader is now surrounded by a do privileged code block which will allow a new Ext Class Loader to be created. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.35 and 7.0.0.15.
