Error description
maxHeader setting in the administrative console is not working as expected. In the administrative console, 50 is set for "Maximum headers". However, WebSphere Application Server returns 200 OK instead of 400 error when sending a request with over 50 headers. In server.xml, there is no definition for maxHeaders. If specifying the value of "Maximun headers", 4 parameters which include maxHeaders are added in server.xml.

Problem conclusion
The HTTP Inbound Channel was modified to allow the user to set the maxHeaders to 4000. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.35 and 7.0.0.15.
