Closed as program error.

Error description

Original implementation was to indicate if the
pool maxed or not. which they were representing by
0 (if active threads less than max size), 100
(if activethreads are equal to or more than max size).

But this implementation wouldn't give much information
on the performance aspect of the thread pool, and need to
be corrected

PercentMaxed counter of ThreadPool Module always varies at
either 0 or 100 and does not give a correct picture of the
exact percenteage being used. The reason for this is that
PercentMaxed is set to 100 once the thread pool reaches its
maximum and if the thread pool is less than the max size then
the PercentMaxed is set back to 0.

Problem conclusion

This code behavior has been modified to accommodate
PercentMaxed to be dynamically updated based the percentage
of time spent with pool utilized to the maximum.

The fix for this APAR is currently targeted for inclusion in
fix pack 6.1.0.35 and 7.0.0.15.  Please refer to the
