Error description
WebSphere Application Server Session Initiation Protocol (SIP) Proxy - The remote SIP server is creating a connection to the SIP proxy. The message sent to the SIP Proxy is in error. As a result, the SIP Proxy does not update the routing table properly. Any subsequent messages over this connection will not work properly. This forces the SIP Proxy to open a new connection to the remote SIP Server.
Local fix
To fix this problem: 1) The originator of the NEGOTIATE message can change the Max-Forwards header so that it is greater than 0.

Problem conclusion
Changed the code to update the routing table with the NAT address even when the SIP request is in error. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.35 and 7.0.0.15.
