Error description

The SAX parsers used to load WebSphere configuration data from
XML files on disk are not currently pooled - that means that
each file will need to create a new parser which can be
expensive.

Pooling the parsers provide for faster startup times and less
generated objects for the garbage collector to remove.

The runtime configuration service creates a new SAX parser for
each configuration file.  In large topologies or when using
stack products (such as WebSphere Process Server), this can
slow down server startup time.

Problem conclusion

This fix addresses this problem by creating a cache of SAX
parsers that can be re-used for multiple configuration files.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.13.  Please refer to the Recommended Updates
