Error description

When migrating from V6.1 to V7.0, certain definitions may not be
migrated, including URI Groups and Generic Server Clusters.

URI Groups are defined in the Admin Console at this path:
Environment > URI Groups.
Generic Server Clusters are defined in the Admin Console at this
path: Admin Console > Clusters > Generic Server Clusters

The V7.0 admin console shows no entries in the above panels even
though they were present in the V6.1 admin console.

URI Group and Generic Server Cluster entries are stored in the
cell level proxy-environment.xml file. After migration this file
does not exist in the V7.0 config file system (until new entries
are defined via the admin console)

The file proxy-environment.xml which has the URI groups and
generic server cluster definitions was not getting migrated.

Problem conclusion

Added code to migrate the proxy-environment.xml file to the
new release.

APAR PM15244 is currently targeted for inclusion in 7.0.0.13
Service Level (Fix Pack) of WebSphere Application Server.
