An invalid etag with mod_deflate may be created.

When mod_deflate is used to compress responses from IBM HTTP
Server, the ETag header value has "-gzip" appended.  If
clients use the If-none-match request header with that value
on a subsequent request for the same URL, and the content has
not changed, they should get a 304 response to indicate the
content has not changed, but instead they get a 200 response
and the complete content is returned again.  See also this

Problem conclusion

Ported fix from Apache HTTP Server to not append -gzip to the
Etag header.

This fix is targeted for IBM HTTP Server fixpack:
- 7.0.0.13
