Error description

A NullPointerException occurs when only making a change to
the xml files of an asset. The code is trying to extract
asset binaries when only an asset's xml files are being
updated, and this should not be happenining.

Asset archives are expanded when only asset configuration
files have changed. An asset archive needs to be re-expanded
only when the asset archive has been updated. The expansion

Problem conclusion

The asset expansion algorithm which runs as part of
configuration save operations and node synchronization
operations was corrected.

The fix for this APAR is currently targeted for inclusion in
