Closed as program error.
Error description
After applying PK48196, the cookie value sent to a client has been changed if the cookie value is set to null. PK48196 added protection("") to the null cookie value to prevent NullPointerException during converting a cookie object. However this change will have an affect on some applications on how to handle cookie values. For the compatibility with previous code, this APAR provides custom property not to add protection to null cookie value.

PK48169 changed the channels such that a null value could not be present on a cookie and blank quotes("") were put in place of the null value.
Problem conclusion
A new custom property(CookiesValueNull) was created to reverse this behavior. If the custom property is set to true then the HTTP Channel will no longer use the blank quotes("") but pass on the null value. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.35 and 7.0.0.13.
