Error description
Dynacache currently does not have support in FRCA for the Accept-Enocoding request-header. The Accept-Encoding request-header field restricts the content-codings that are acceptable in the response.

The Accept-Encoding request header was not being honored.
Problem conclusion
The WebSphere FRCA exit will check the Accept-Encoding HTTP request header and only serve the cached object for that request if it is in an acceptable encoding. APAR PM06615 is currently targeted for inclusion in Service Level (Fix Pack) 7.0.0.13 of WebSphere Application Server V7.0.
