In order to avoid file locking issues, a ZipFile is created
for every call to getResourceAsStream to both check the
existence of a resource and to access its bytes.  If the
InputStream is properly closed, then the ZipFile will reopen
the zip file for each call.  If the method is called
repeatedly, the zip files are large, or disk access is slow,
these calls might cause a slowdown.

Problem conclusion

A ZipFile cache is added, which avoids closing the most
recently accessed zip files until the corresponding
application is stopped.
The fix for this APAR is currently targeted for inclusion in
fixpacks 6.0.2.33, 6.1.0.23, and 7.0.0.3.  Please refer to the
