Intelligent Management is calling appendSetCustomSetString
method very frequently, which can lead to high CPU.

* PROBLEM DESCRIPTION: IM is making frequent calls to PMI      *
*                      methods to enable a specific set of     *
*                      counters. This can cause high cpu       *
*                      usage.                                  *

Intelligent Management which is part of Websphere Application
Server V8.5.0.0 and later, requires a default set of PMI
counters to be enabled. IM frequently calls PMI methods to
ensure these counters are always enabled. These frequent calls
to the PMI methods can cause high cpu usage.

Problem conclusion

IM will now call a new method in the Perf MBean that will lock
the required PMI counters and avoid any need for subsequent
checks to see which counters are enabled.  The new Perf MBean
method (for WebSphere internal use only) is
"appendLockCustomSetString".

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.41, 8.0.0.12 and 8.5.5.8.  Please refer to the
