Error description

A custom property of a cell, ignoreInternalApplicationsList, is
defined.
Run the following command to generate the plug-in configuration
file:
GenPluginCfg -cell.name <CELL_NAME>

The generated plugin-cfg.xml still has the URI of the internal
application. That is, plug-in generation does not honor the
custom property, ignoreInternalApplicationsList.

If "-debug yes" is specified, the generated plugin-cfg.xml
looks correct.

Local fix

Generate plugin-cfg.xml using GenPluginCfg "-debug yes" option.

The plugin generator overlooks the
ignoreInternalApplicationsList custom property if debug is not
turned on.

Problem conclusion

A problem was found in the code causing the generator to
overlook the ignoreInternalApplicationsList setting.  A fix
has been made to correct this.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.37, 8.0.0.10, 8.5.5.5.  Please refer to the
