PI20835: NumberFormatException returns to Administrative Console if server running with "-Dfile.encoding=Cp943".

Error description

If server running with "-Dfile.encoding=Cp943", workspace might
be corrupted since the tilde character can not be converted
from UTF-8 to Cp943.
The following error message returns to the
administrative console login page.

Local fix

Reload the adminconsole page or remove all files under wstemp
directory.

File I/O operations for an internal workspace file do not set
the encording correctly. If a server is running with
"-Dfile.encoding=Cp943", the workspace file I/O operation
coould end up use a wrong encoding, which leads to a
java.lang.NumberFormatException.

Problem conclusion

We set the proper encoding for the file I/O operations of the
internal workspace file to prevents NumberFormatException from
being thrown.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.35, 8.0.0.10, and 8.5.5.4.  Please refer to
