PI16110: HMGR0152W MESSAGES ARE THROWN WITH A DELAY OF LESS THAN 20 SECON DS.

Error description

When HA Manager notices that threads are not being dispatched
in a timely manner, it will issue an HMGR0152W message. By
default this occurs after the thread scheduling delay is 5
seconds and will be triggered by short CPU spikes that do not
indicate long term CPU starvation.

The Websphere Application Server High Availability Manager (HA
Manager) monitors the thread scheduling delay. When the HA
Manager see threads are not dispatched in a timely manner it
issues a HMGR0152W message. The HA Manager determines a thread
scheduling delay of 5 seconds is delayed too long which can
cause too many HMGR0152W messages.

Problem conclusion

The High Availability Manager has been modified to only issue
HMGR0152W messages after a thread scheduling delay of 20
seconds.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.33, 8.0.0.9, and 8.5.5.3.  Please refer to the
