Error description

When a portlet is invoked through the portlet container's URL
addressability feature, the PortletURL.toString() method
may incorrectly encode parameters.

When a portlet is invoked through the portlet container's URL
addressability feature, the PortletURL.toString() method
may incorrectly encode parameters.
This issue will only occur if the portlet is invoked through
the URL addressability feature, the toString() method is
invoked subsequently on a PortletURL object, and at least one
parameter contains a character that needs to be URL encoded.

Problem conclusion

The portlet container code was changed to correctly encode
parameters when the PortletURL.toString() method is invoked
subsequently.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.33, 8.0.0.9, and 8.5.5.2.  Please refer to the
