Error description

Enabling the proxy virtual host is not immediately recognized.

Local fix

If a dummy or 2nd proxy virtual host is defined and enabled the
issue does not occur.

Problem summary

* PROBLEM DESCRIPTION: A Proxy virtual host cannot be          *
*                      dynamically enabled at runtime.         *
****************************************************************
* RECOMMENDATION:                                              *
****************************************************************
A Proxy virtual host cannot be dynamically enabled if only one
Proxy virtual host is defned and enabled. The Proxy server's
virtual host filter is marked as disabled if at any time
there are no enabled Proxy virtual hosts.  When a Proxy
virtual host is enabled it is not used because the filter has
been marked as disabled.

Problem conclusion

The Proxy virtual host filter will not be marked as disabled
if there are no enabled Proxy virtual hosts.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.33, 8.0.0.9, and 8.5.5.2.  Please refer to the
