Error description

An UnmarshalException or SAXParseException may be thrown when
bytes (characters) are lost during a read from an ISO-8859-1
encoded InputStream. A missing byte may make the XML document
appear to be malformed or possibly invalid with respect to an
XML schema. When no exception occurs a missing byte may cause
the application to behave in an unexpected way.

Local fix

Set JVM custom property com.ibm.xml.xlxp.jaxb.opti.level with a
value of '0' (zero)

The XML parser used by the Web Services engine may lose bytes
returned from the InputStream when the XML document's encoding
is ISO-8859-1. When this occurs, either incorrect data is
reported to the application or a spurious error is reported by
throwing an exception (for example, an UnmarshalException or
SAXParseException).

Problem conclusion

The issue was fixed by correcting a logical error in the Web
Services XML parser's ISO-8859-1 decoder that allowed it to
lose single bytes that were returned from the InputStream.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.33, 8.0.0.9 and 8.5.5.2. Please refer to the
