IT22858: Remove dependency on ICU4C library from Managed File Transfer

Error description

• The WebSphere MQ Managed File Transfer (MFT) component uses
  platform native code to run the Process Controller, which in
  turn is used to start the Java MFT agents and loggers.
  
  This Process Controller incorporates the International
  Components for Unicode For C (ICU4C) library to assist with the
  globalization of the messages which are output by the Process
  Controller.
  
  There is a requirement to stop shipping the ICU4C library with
  MFT.  As such, this APAR removes the dependency on the ICU4C
  library when determining the language in which messages should
  be written to the Process Controller log.
