GIM38201E MODID error CICSET when installing CICS TS V4.1

Abstract
You are using SMP/E to install CICS Transaction Server for z/OS (CICS TS) V4.1 and receive messages:

GIM38201E ** THERE IS A MODID ERROR FOR EXEC ENTRY CICSET IN SYSMOD UW16684.
GIM31903I SYSMOD UW16684 DOES NOT SPECIFY UW60509 ON THE PRE OR SUP OPERAND. UW60509 IS THE RMID FOR EXEC CICSET THAT IS BEING INSTALLED.

There is a packaging error with the CICS REXX feature. CICS REXX V1.1 APAR OA30461 has been opened to address the problem. OA30461 is currently open. However, OA30461 lists a Local Fix that can be used as a workaround:
    LOCAL FIX:
    Reject UW16684 from the global zone. Then continue with the installation.

    ERROR DESCRIPTION:
    When ordering CICS TS 4.1, PTF UW60509 is superceded by H0Z2110. One of the prerequisites for UW60509 is UW16684, but this PTF is not superceded by H0Z2110. So when applying maintenance a GIM31901I message can occur as follows:

    UW16684 H0Z2110 GIM31901I 1 THIS SYSMOD DOES NOT PRE OR SUP UW60509, THE RMID OF EXEC CICSET THAT IS CURRENTLY INSTALLED.
