APAR Error Description / Circumvention

The INETD server fails to start. A MSGTCP5931 is produced if The
QCCSID (System CCSID) is 65535 The QLANGID (System Language
Identifier) is JPN

CORRECTION FOR APAR 'SE42206' :
-------------------------------

This fix will change the solution addressed in APAR SE27222.
The CCSID of the job would be changed to 5035 if below
conditions are met, no matter what QCHRID it's:
- The data area QUSRSYS/QTOGDTAARA exist
- The QCCSID is 65535 and the QLANGID is JPN, or the QCCSID
is 5026.
