APAR Error Description / Circumvention

-----------------------------------------------
When starting a cluster node, there is internal messages that
get sent between cluster jobs and nodes to signal that a node is
starting and that then determines additional sequences for
cluster to follow to ensure everything in the environment can
become Active.

In very rare cases, when the QCSTINETD job attempts to send a
message to the QCSTCTL job, it might encounter a MSGMCH3402 and
it aborts the QCSTINETD job, but leaves the QCSTCTL job
lingering around. Now any new start of cluster attempts will
fail on that node as it thinks the QCSTCTL job is already
running. Code will be enhanced to better handle that situation
and properly end QCSTCTL so a new attempt can come through and
be successful.

Work around:
End any CRGs, End any Admin Domain, End all nodes in the
cluster, ensure that QCSTCTL is ended on all nodes in the
cluster and then start all nodes again.

CORRECTION FOR APAR SE64852 :

The code is enhanced to avoid hanging QCSTCTL job.

Special Instructions


The PTF must be applied on all nodes in the cluster. However, it is not
necessary to update all cluster nodes at the same time. On each node in
the cluster: end clustering, apply the PTF, then start clustering.
