Error description

• GIM23911E error on ACCEPT of base FMID and PTFs as link-edit
  allowable return code is 0.
  The sample jobs to create the SMP/E environment do not include
  and use a utility to allow RC=4 on the ACCEPT.
  

Local fix

• Add HEWLRC4 utility with RC(4) that can be used in the options
  for the distribution zone when ACCEPTing zSecure CICS Toolkit.
  

Problem summary

  When a SMP/E product install is performed with simultaneous
  accept of maintenance PTFs, the process is ended up with a
  MSGGIM23911E which begins with the text "LINK-EDIT PROCESSING
  FAILED ...".
  

Problem conclusion

• The product install scripts have been modified so that the
  intended product install is performed correctly.
