• C2PACMON, C2POLICE, CKQEXSMF, and CKXLOG may abend during
  RESTART processing.

  When zSecure Access Monitor (C2PACMON), Alert (C2POLICE), SMF
  collector (CKQEXSMF), and/or Admin Command Logger (CKXLOG)
  started tasks are requested to be restarted (via an operator
  command, for example), they might terminate with an ABEND46D.
  

Problem conclusion

• zSecure Access Monitor (C2PACMON), Alert (C2POLICE), SMF
  collector (CKQEXSMF), and Admin Command Logger (CKXLOG) started
  tasks have been modified, so that they don't ABEND46D during
  RESTART processing.
