Error description

• SNMP private storage growth in SP2, K8.  The growth is comprised
  ofLE HANC control blocks with SnMp and PmNs eyecatchers.

  * An SNMP Manager API application using SNMPv3 may have        *
  * storage leaks leading to S878 abends.                        *

  The SNMPv3 code for the SNMP Manager API may leak storage
  allocated for VarBind containers.
  

Problem conclusion

• The code is changed to correctly release the storage allocated
  for the VarBind containers.
