There are three bundles of the WAS Tools Edition:

The WebSphere Application Server for Developers - Tools Edition for Eclipse - is available as a bundle for developers to quickly set up a complete development environment that includes:

WebSphere Application Server Developer Tools for Eclipse - a subset of Rational Application Developer plug-ins for WAS V7.0, V8.0, the Liberty profile and V8.5 that are installed on top of your existing Eclipse environment.
WebSphere Application Server for Developers - a WAS runtime, or just the Liberty profile runtime, for use in a development environment only, in order to effectively develop and test applications locally and deploy with complete fidelity to a WAS production environment, rendering development to production migration a non-issue. NOTE: This does not include a production license of WAS.

These products are available at no charge for download separately (unsupported). They are available for purchase as a fully supported, integrated bundle that includes Eclipse and the IBM JRE.

WebSphere Application Server Tools Edition - is a licensed bundle providing a complete solution to develop, deliver, and manage high-quality enterprise applications that includes:

Licensed version of the WebSphere Application Server runtime
An unlimited number of licenses of Rational Application Developer and WebSphere Application Server Developer Tools for Eclipse for application development against that associated runtime included in the bundle.

WebSphere Application Server ND Tools Edition - is a licensed bundle providing a complete solution to develop, deliver, and manage high-quality enterprise applications that includes:

Licensed version of the WebSphere Application Server ND runtime
An unlimited number of licenses of Rational Application Developer and WebSphere Application Server Developer Tools for Eclipse for application development against that associated runtime included in the bundle.
