The Federal Institute for Statistics (FIS) is responsible for producing economic, demographic and other statistics for the Federation of Bosnia and Herzegovina. Its main duties involve defining statistical methodologies, conducting research (mainly via surveys), creating and exchanging statistical data and information, and developing techniques for data protection. It employs approximately 180 people, and is headquartered in Sarajevo.
The analytics tools used by FIS were difficult to learn and use. As its research workload increased, the Institute wanted an easier way to perform analyses.
Working with Valicon, an IBM® Business Partner, the Institute implemented IBM SPSS® Statistics, which provides a single, comprehensive solution for the majority of its statistical analysis tasks.

National statistics provide a vital input for the decision-making processes of governments and other public and private sector organizations – so the ability to produce accurate and timely statistical data is a top priority.
Bosnia and Herzegovina’s Federal Institute for Statistics (Federalni zavod za statistiku, or FIS) realized that its day-to-day work would be significantly simplified if it could deploy a more standardized set of analytics tools. The FIS team decided to find a single solution that could meet the majority of its needs for statistical analysis. The answer was IBM SPSS Statistics.
Setting the scene
FIS is responsible for producing economic, demographic and other statistics for the Federation of Bosnia and Herzegovina. Its main duties involve defining statistical methodologies, conducting research (mainly via surveys), creating and exchanging statistical data and information, and developing techniques for data protection. It employs approximately 180 people, and is headquartered in Sarajevo.
The need for a more comprehensive solution
For a long time, FIS has been using a large number of statistical analysis tools – a mixture of professional and open-source software from a variety of vendors – to meet its obligations.
Arijana Amina Muhic, Head of the Statistical Methods and Co-ordination Division at FIS, comments: “We had tools that were capable of providing all the analyses we needed, but there was no single tool that could meet all our needs without investing a lot of time and effort in writing special syntax. We needed to switch between tools frequently, and few people had the skills to use all of them. Most of the tools did not have graphical user interfaces, and learning the syntax for each tool was hard work!”
The right solution, the right partner
The FIS team decided to purchase an IBM SPSS solution to replace the majority of these tools. Working with Valicon, an IBM Business Partner, the team implemented SPSS Statistics Base, as well as the Custom Tables and Regression modules.
“SPSS is standard-issue software for statisticians, so many of our team members were already familiar with it, and we knew that it could meet our needs,” comments Muhic. “It has an excellent reputation in the worldwide statistics community, and its user interface is renowned for its powerful capabilities and ease of use.”
Easier analysis enables more ambitious projects
In particular, FIS was keen to harness the capabilities of the SPSS software for complex sampling, which would make it easier to plan and execute more advanced projects.
“Since SPSS provides a single solution for almost all of our analyses, and since it makes them so much easier, quicker and simpler, we’re able to be more ambitious and sophisticated in our other tasks and duties,” says Muhic. “We don’t need to spend so much time writing syntax and preparing data, which means we have more scope to try new things and expand the range of services we offer.
“To take one example, we do a lot of point estimates and other estimations for specific data and variables. With our old solutions, performing all these estimations required us to write a lot of syntax. Now with SPSS, it’s a matter of a few mouse-clicks – anyone with even the slightest knowledge of SPSS can produce a point estimate very easily. Moreover, the SPSS syntax is generated automatically, so we can easily re-use it when we need to repeat the same type of analysis on other occasions.”
She concludes: “We are very satisfied with the SPSS software, and Valicon was an excellent partner for us. Most of our team already had experience with SPSS, but the practical training that Valicon provided for some of our new users was very helpful. We hope to continue to work with IBM and Valicon in the future as we expand our use of SPSS in other departments of our organization.”
