Case Study

Launched in 2005, the HAPAG-ASA Integrated Nutrition Program provides supplemental feeding for children as well as education and skills training for parents in the Philippines. Aimed at reducing malnutrition rates among children, the program has achieved success with an average monthly weight gain of one to two kilograms per child as well as improved school attendance and performance, and overall health.

Challenge

As part of its nutrition program, HAPAG-ASA monitors individual progress on a monthly basis, tracking the weight and height of each child to determine whether a child is eligible to graduate from the program or needs further support. The organization also provides biannual program reports to its partners, participating communities, media and donors in the Philippines and abroad.

Running on six-month cycles, the program supports over 100,000 children across 50 parishes, providing each child with one nutrient-dense meal five days per week. To screen and evaluate the children, HAPAG-ASA developed a manual reporting process, requiring its 3,000 volunteers to collect raw data and send it to the HAPAG-ASA home office using a variety of methods, including email, courier and facsimile. HAPAG-ASA employs four program officers, who spent up to six hours per day analyzing data to evaluate the nutritional status of each child. This time- and resource-intensive process often forced the team to assess small samples from each parish, leaving them without a comprehensive picture of the program’s overall progress.

Solution

In 2009, HAPAG-ASA turned to IBM Business Partner Integrated Open Source Solutions (iOSS) to help automate its screening, evaluation and reporting process. Based in the Philippines, iOSS develops cost-effective solutions using open source technologies to provide organizations like HAPAG-ASA with alternatives to expensive commercial software. iOSS deployed a customized, Software as a Service (SaaS) evaluation system. Operating on the agile IBM SmartCloud Enterprise infrastructure, the solution gives volunteers remote access to a portal to input raw data, reducing their daily administrative time from hours to minutes, freeing them to provide additional assistance to children and their parents’ feeding and education programs. The IBM SmartCloud Enterprise service’s pay-per-use pricing model allows iOSS to provide the solution at a low monthly subscription, reducing the organization’s operating costs. The scalable, flexible infrastructure allowed iOSS to swiftly deploy the solution in remote locations and focus its time on volunteer training. The automated solution significantly reduced HAPAG-ASA staff’s workload, allowing them to shift their focus from reporting to onsite visits, training and education, and quality checks to maintain the overall health of the program.
