Qinhuangdao is situated in Northeast China’s Hebei Province at the very heart of the country’s most dynamic economic districts. The city has a strong industrial community including glass, shipping, metal processing, as well as automobile and parts manufacturing. The Qinhuangdao Economic & Technology Development Zone (QETDZ) was approved by the State Council in 1984 to become one of China’s first state-level economic and technological development zones—and the only one in the Hebei Province.

Business need:
Qinhuangdao, China sought a high-technology platform solution to attract new business and maintain its position as a dynamic, leading economic district.

Solution:
The city teamed with IBM® Global Technology Services® and IBM China Research Laboratory to design an Internet-based, 3-D simulation Platform as a Service offering.

Benefits:
The complex, leading-edge technology is expected to draw 50 independent software vendors to the region, generating CNY2 billion within three years while producing residual growth throughout the city.

The Qinhuangdao Economic & Technology Development Zone (QETDZ) was approved by the State Council in 1984 to become one of China’s first state-level economic and technological development zones—and the only one in the Hebei Province.

Challenge

In tandem with the Qinhuangdao Municipality’s goal to fuel growth as well as make the QETDZ a showpiece of the city’s economic achievements, the QETDZ is set to capitalize on its strategic location and the opportunities its burgeoning hospitality industry offers to foster the development of high value-added industries, mainly the culture and creative sectors. In particular, the QETDZ has identified gaming, animation, education and tourism as key growth categories for independent software vendors (ISVs) in its bid to differentiate itself from other high-technology and software parks around the country.

Solution

After rounds of discussions, the QETDZ teamed with IBM Global Technology Services and IBM China Research Laboratory. The solution takes advantage of state-of-the-art high-performance computing (HPC), cloud computing and Internet-based 3-D design applications technology. The HPC-powered simulation engine incorporates leading-edge 3-D modeling and scripting language. The incubation process technology uses IBM WebSphere® Application Server software to support Java Platform, Enterprise Edition (Java EE) software-based modules for portal, content and finance management, as well as act as an administration interface. The QETDZ simulation engine and incubation technology provide new software development companies the ability to design and distribute new products from the economic and technology development zone without the significant technology investments required to deliver leading-edge solutions. Since the QETDZ implementation in August 2012, four new 3-D gaming development companies have established businesses within it. The platform is also being used by the city to develop a 3-D, interactive travel and tourism site to promote the region and its benefits. As a whole, the platform is expected to help boost the growth of the city’s tourism, equipment manufacturing and education industries, as 3-D applications may be used to enable remote training and education for equipment makers, operators and professionals.
