Case Study

Disconnected systems hampering situation response effectiveness
Natural calamities and periods of social unrest in and around Davao City lead the city’s administrators to closely examine public safety capabilities. The city formed a Public Safety and Security Command Center (PSSCC) to coordinate its police and fire services in addition to its 911 emergency call system, auxiliary fire services, an anti-terrorism task force, and K9 urban search and rescue services. However, because each agency had disparate group-specific procedures, communication protocols and systems, effective communication and interaction between services were impeded. The inefficiencies delayed reaction times and resulted in disjointed responses to emergency situations. Additionally, once resources were on the scene, the agencies dispatched struggled to analyze, collaborate and adapt strategies during the situation. Davao City sought a security technology provider that could transform public safety capabilities, improve the quality and speed of services delivered by the PSSCC, and provide the ability to scale its resources to match the municipality’s growth. The importance of the project was recognized at the highest levels of government. Davao City Mayor Sara Z. Duterte stated, “By integrating information collected from multiple agencies that are dedicated to protecting the welfare of citizens, we are setting the foundation for a more efficient and safe environment that will foster economic growth.”
Synchronizing multiagency processes through intelligent safety operations
After a thorough review of the Davao City PSSCC systems, specialists from IBM® Global Technology Services® – Integrated Technology Services and IBM Software Services worked with city representatives to enhance the its command center infrastructure. The IBM Integrated Technology Services and IBM Software Services teams recommended a multi-project approach that included the implementation of the IBM Intelligent Operations Center with a centralized IT data center, video surveillance, unified communication, and global positioning system (GPS) tracking capabilities. Built with IBM BladeCenter® and IBM Systems Storage® technology, the centralized data center supplies a scalable IT platform to meet current and future requirements.
UnifiedEdge, Inc., RadioConnect IP technology is used in conjunction with the IBM Lotus® Sametime® application provided a common communication platform for the city agencies’ disparate devices. The IBM Video Correlation and Analysis Suite (VCAS) delivers digitally monitors and records activities for public safety and traffic law violations, while supporting the city’s IBM Intelligent Transportation solution. The services teams implemented StreamBase LiveView technology to add video analytics capabilities for strategic decision making during routine or emergency response situations. The multi-project, multivendor transformation was adeptly managed by an IBM project management office team.
Advancing public safety and security with flexible, scalable capabilities
The IBM Intelligent Operations Center solution standardized operating procedures and unified the communications capabilities of Davao City’s plethora of public safety and security departments resulting in improved incident outcomes. The Intelligent Operations Center’s technologically advanced analysis, integrated communications, GPS and video surveillance capabilities help the PSSCC and agency responders more effectively adapt its resource needs in the midst of public safety or security incidents. As Davao City continues to grow, its public safety and security solution has the built-in scalability to readily meet its evolving requirements.
