The Land Programs, Service Nova Scotia and Municipal Relations, records and manages all of Nova Scotia’s land ownership and interest records and provides online access to them from anywhere in the world.

Business need:
To help citizens and businesses buy and sell land more quickly and conveniently, the agency needed to minimize the dependency on or the requirement for paper-based transactions.

Solution:
The solution is built on IBM Lotus® Forms (formerly IBM Workplace Forms) software—chosen for its ease of use, cost advantages and eXtensible Markup Language (XML) compatibility, which enabled easy integration with the data­base technology.

Benefits:
• Reduces transaction time for any location from up to seven days to just one business day • Improves rejection rate from 15 percent to 3 percent by reducing errors associ­ated with the submitters’ manual data entry • Minimizes trips to the agency’s offices and reliance on expensive courier services

Challenge
In 2003, the agency rolled out a world-class electronic database for all land records so that property lawyers and buyers could find all the information they needed at a single online location. However, the process of recording transactions in the database was still largely manual. Lawyers had to work with buyers to send thorough paper documentation to the registry’s staff and wait while it was double-checked and entered into the database. In some communities, it took approximately three to seven days to finalize a transaction.

To help citizens and businesses buy and sell land more quickly and conveniently, the agency needed to minimize the dependency on or the requirement for paper-based transactions.

Solution
The agency used IBM technology to develop convenient new registration functionality. For a given piece of land, property lawyers can now access online electronic transaction forms—prepopulated with basic property data—and submit them via the Web. The registry records and verifies the data automatically and processes payments electronically, significantly improving transaction times.

The solution is built on IBM Lotus® Forms (formerly IBM Workplace Forms) software—chosen for its ease of use, cost advantages and eXtensible Markup Language (XML) compatibility, which enabled easy integration with the database technology.
