Reducing total cost of ownership (TCO) by 20-30 percent
With the worldwide recession placing pressure on banks to reduce costs, the company’s CIO was concerned with total cost of hardware, software and administration supporting the company’s online banking applications. The bank’s web applications ran on Oracle Database and Sun servers and it found that the annual fees were costly and administration time consuming.
With its migration to IBM DB2 on IBM Power Systems, JSC Rietumu Banka reduced the total cost of ownership for its online banking infrastructure and dramatically improved query performance and data availability. On average, user queries are now executed up to 3 times faster, with some queries completed up to 30 times faster (for example, some queries that before took 30 seconds now take less than one second). During the migration process, the bank reported an out-of-the-box compatibility rate of more than 90 percent.

JSC Rietumu Banka is one of the largest banks in the Baltic States and is also represented in the global market, providing services to customers across Europe, the Baltic States, Russia, Ukraine, Belarus and other regions.
In 2010, JSC Rietumu Banka introduced iRietumu, a unified system that provided customers with access to all their accounts and bank services online. The system was so successful that the bank’s CIO wanted to double capacity and launch new web applications that enable bank clients to access account information from PC web browsers, iPhones, iPads and other mobile devices. However, with the worldwide recession placing pressure on banks to reduce costs, the company’s CIO was concerned with the total cost of hardware, software and administration supporting these services. iRietumu and the company’s applications ran on Oracle Database and Sun servers and IT staff found that the annual fees were costly and administration time consuming.
The bank selected iRietumu, its remote banking application, as its first application to migrate from Oracle Database 10i on Sun Fire E6900 systems to IBM® DB2® 9.7 on IBM Power® 750 systems. JSC Rietumu Banka IT staff had considered a number of options to reduce total cost of ownership, including consolidating existing workloads on new Sun UltraSPARC servers. However, after analyzing its options with Baltic Information Technologies, the team found that IBM Power Systems with a five-year support contract from IBM Global Technology Services would save the company 20-30 percent over upgrading to new Sun systems.
With its migration to IBM DB2 on IBM Power Systems, the bank has realized substantial improvements in query performance and data availability. On average, user queries are now executed up to 3 times faster, with some queries completed up to 30 times faster (for example, some queries that previously took 30 seconds now take less than one second). The High Availability Disaster Recovery (HADR) feature available in DB2 duplicates database workloads to a separate site and helps protect JSC Rietumu Banka from downtime in the event of a hardware or site failure. Before, moving from one node to another could take up to five minutes. Now the action is completed in less than one minute automatically without database downtime.
Data administration costs have also decreased. DB2 automates many tasks, such as memory allocation, storage management and business policy maintenance, freeing the company’s database administrators to focus on new projects.
One of the CIO’s concerns was how easy—or difficult—the migration would be. In response, IBM’s Information Management Technology Ecosystem (IMTE) team delivered a Proof of Concept at IBM’s Innovation Center in Budapest to demonstrate how DB2 Compatibility features simplify the migration process. During the migration process, the bank reported that—thanks to the compatibility features in DB2—more than 90 percent of its code ran out-of-the-box in DB2. Once the environment was set up, IBM InfoSphere® Change Data Capture software helped move the data from Oracle Database to DB2 through its low-impact, log-based capture and optimized apply agents that synchronize heterogeneous databases.
