Investing in a new platform for ongoing competitive advantage

This company sought to invest in a new insurance platform to help it gain a competitive advantage in the long term. Specifically, it wanted to replace its existing systems with Guidewire software, a leading platform that supports billing, policy management and claims functionality. To help ensure that this implementation was successful, the company wanted first to establish a consistent platform for application delivery.

Creating a comprehensive application lifecycle management platform

The insurance company evaluated solutions from many vendors and assessed open source options before choosing IBM. “We’re building an entirely new platform, and it’s going to be important for us not just to manage defects, but also to manage our requirements right through to the end,” says a program test manager at the insurance company.

The insurance company implemented a comprehensive application lifecycle management (ALM) solution based on the IBM Jazz™ platform and a suite of IBM Rational software. First, the company installed IBM Rational Team Concert™ software to provide a foundation for the ALM platform and create a centralized application-delivery environment. Combined with IBM Rational Quality Manager software, the Rational Team Concert application forms a collaborative lifecycle management solution from IBM. To support the effective delivery of this project, the company also implemented IBM Rational Requirements Composer software to assist with definition and management of requirements, and IBM Rational Performance Tester and IBM Rational Functional Tester software to assist with streamlining testing and monitoring processes.

Reducing defect cycle time using insight gained from reporting

The ALM platform makes it easier for the company's project team to collaborate and access valuable, up-to-date information, according to the program test manager. “We’ve got people working in the UK, India, the United States and Australia. Work is going on 24 hours a day on this program,” he says. Using the IBM software helps teams stay on the same page, which is immensely valuable when teams are separated by multiple time zones. “It is the central authority, containing the data for quality and for defects, and it’s really central to how we’re managing all of these things,” says the program test manager. In fact, more than 60 percent of the reporting created by the company comes out of the new IBM system.

The reports generated by the IBM platform are so essential to the program that the company mandated that one of its vendors export its quality data from its system and import it into the Rational software. Before meetings, team members run queries and create reports, allowing them to share up-to-date information about defects, processes and build times. “It’s very hard to put a dollar value on that,” says the program test manager. After six weeks of using the new solution, the manager notes, the company noticed a 65 percent reduction in defect cycle times and in the rate at which teams were ready to retest defects. This feat was achieved because of the insight that the company gained using the Rational software.

Demonstrating regulatory compliance in minutes rather than days

The platform also provides valuable information that helps the company demonstrate compliance. The company must deal with two types of regulatory issues. The first involves compliance with laws related to taxes, privacy, identity, data management and consumer protection. The second involves risk regulation that helps ensure that the company is operating within proper prudential standards and is well-placed to meet current and future liabilities and contingencies. The IBM platform helps the company track the measures it has in place to comply with the appropriate regulations. “Obviously that is going to be very helpful with audits,” says the program test manager. “And we’ve already been showing these reports to the regulators as they’ve been coming in to date.” Creating such reports is now simple. In the past, it might have taken an employee three or four days to gather the information needed for an audit. Now employees can simply write a query within minutes to compile the information they need. “The Jazz suite has been absolutely critical to the way the program’s being managed,” says the program test manager.

Rational Team Concert, Rational Quality Manager and Rational Requirements Composer software are part of the IBM Rational solution for collaborative lifecycle management (CLM).
