These are assets that are either aging or for which internal technical expertise may be waning.

Searle talks about how an effective enterprise modernization (US) initiative can reduce the amount of time and money organizations invest in maintenance activities. Then, IT managers can allocate more resources to new development projects that exploit new opportunities or differentiate the organization from competitors. That’s doing more with less.
