Prevent CTL-1 dumps out of CCISOC when the static storage is
corrupted.

COMMENTS:
Currently the ISO-C static storage processing in CCISOC run in
supervisor state for almost the entire time . Because we are in
supervisor state if we take a program check going through the
static storage we will take a catastrophic ctl-1 dump
 

SOLUTION:
For non threaded ECB's only go into supervisor state before we
do the maloc call in cis2 , and then return out of it
afterwards.
