ABSTRACT:
Due to PJ31254, create c_blktyp.h wrapper

COMMENTS:
For single source, there is a need to create the 
./include/tpf/c_blktyp.h TPF 4.1 wrapper header.
Although a user can code #include <tpf/tpfapi.h> in
single-source
code to also include c_blktyp.h header,
the purpose of this new TPF 4.1 wrapper header is to allow a
user to 
also be able to code #include <tpf/c_blktyp.h> in single-source
code.
 

SOLUTION:
Created ./include/tpf/c_blktyp.h wrapper header for TPF 4.1.
The new ./include/tpf/c_blktyp.h header is a wrapper header that
includes the ./include/c_blktyp.h header.
 Note: This APAR does not require a corresponding z/TPF APAR,
as 
the ./include/tpf/c_blktyp.h header already exists in z/TPF.
