COMMENTS: 
If the PBI value in the static frame is corrupted, the bad PBI 
information causes the system to take a CTL-1 system error dump when 
the system tries to free a DLL. 
  

SOLUTION: 
Before freeing a DLL from the subsystem, we check the PBI contents to 
make sure that the value is valid. If the value is not valid, a SNAPC 
is issued informing the operator of the condition and giving the 
location of the DLL name (noting that the location possibly is 
corrupted now) the current corrupt PBI value, and that a DLL free 
attempt failed.
