COMMENTS: 
Currently in TPF 4.1, when a C program (non-main) returns or a BAL 
program issues a BACKC and there is no program in nesting to return to, 
TPF issues a CTL-061 dump. 
  

SOLUTION: 
TPF will no longer issue a CTL-061 dump when there is no program in 
nesting to return to. Instead, TPF will issue EXITC for normal 
termination of the ECB.
