LIBI AND STUB uses hard coded time stamp in the END card when creating
stubs.

COMMENTS:
User can not tell when the stub files are created from the END card in
the partition data set (PDS) because program libi.c and stub.c both use
hard coded values for the time stamp in the END card.
SOLUTION:
Program libi.c and stub.c are modified to use the local time in the END
card.
